Itanagar Master Plan  being prepared: Tuki

ITANAGAR, Jul 30: Describing the launching of Central Government’s Rajiv Awas Yojna (RAY) for slum dwellers under JNRURM on the lines of Indira Awas Yojna a timely and important scheme, PWD and UD Minister Nabam Tuki said that the scheme has the potential to radically change the living conditions of slum dwellers and the urban poor in Arunachal Pradesh.

Addressing the conference of State Minister of Housing, Urban Development, Municipal Affairs/Local Self Government on Rajiv Awas Yojana  at Vigyan Bhawan, New Delhi today, Tuki said that in our state, urbanization is taking place rapidly with migration from local rural population and people from neighbouring states which led to accumulation of squatter settlement and development of slum pockets in all urban towns of the state. This has resulted in congestion and decay of already over-stressed facilities and amenities of urban areas.

He further informed that Itanagar Master Plan is being prepared by Town & Country Planning Organization and provision has been kept for reservation of 20% to 25% land for EWS & LIG. In addition to that, the Rental Control Act, the Property Right to Slum Dwellers and Tenancy Act are under active consideration of the Govt., he said.

The characteristics of slums in Arunachal Pradesh are quite different from the slums in other states. They are settled in different locations in clusters scattering all around the township which has made the task of improvinf their living standard more difficult and daunting.

The state capital has 30 slum pockets having a population of 7094 as per 2001 census which is likely to be increased by 30% (i.e. 9222) by 2011, Tuki informed. He said that slum population in rest of the urban towns as per 2001 census is 58232 and it is expected to go up to 75701 by 2011.

With the launch of RAY, the necessary process for implementation of the guidelines under the scheme has been taken up by the State Government and the Department of Urban Development and Housing has been designated as the state level nodal agency (SLNA) with secretary (Urban Development) / chief engineer-cum- director (UD & H) as nodal officers, Tuki informed.

With regards to other important reforms envisaged under the scheme, Tuki said that various rules and policies have been enacted for poor reforms which included Arunachal Pradesh Reservation of Urban Land for housing of Urban Poor Rules 2011, Arunachal Pradesh Internal Earmarking of Budgets for Urban Poor Rules of 2011, Arunachal Pradesh Building Bye Laws -2010, Arunachal Pradesh Municipal Act-2007.

The Department of Urban Development & Housing has also advertised for engagement of specialists for setting up of Technical Cell and to conduct various assignments under RAY scheme. However, the response to the advertisement is very poor and no suitable applicant has turned up till date, Tuki said and added that the Ministry may review the matter and allow the state to engage suitable consultants for the purpose.

Now, in order to initiate and get the process rolling for implementation of Rajiv Awas Yojana, the state needs to tackle the problems of slum in a definitive manner by bringing all the existing slums, notified or un-notified, within the formal system and enabling them to avail the same level of basic amenities as available to the rest of the town, Tuki said.

The State Government is already in the process of preparing Detail Project Report on Rental Housing for the twin Capital Cities  of Itanagar and Naharlagun amounting to Rs. 30 crores each which shall be submitted to Govt. of India for consideration and sanction on priority, Tuli added.

Tuki thanked  Prime Minister Dr. Manmohan Singh,  Union Minister for Housing and Urban Poverty Alleviation , Kumari Shelja and all other concerned for their valuable guidance and unstinted support to the remote State of Arunachal Pradesh.

He assured that the state would not leave any stone unturned to make its cities and towns slum free and with the continued support from Government of India, it would work hard to provide basic minimum civic facilities and infrastructure to its urban poor, he added.

The CE assured to provide water testing kits to the village level water supply and monitoring committees.

The practice of open defecation in our state come from the traditional behavioral pattern and lack of awareness of the people about the associated health hazards, said Er. Oyuk Padung.

At the early stage, implementation of TSC in the state was a painful exercise due to various bottlenecks like lack of motivation and awareness and low priority of sanitation at different levels, he added.

ADC Debnath mainly focused on the role of PRIs as community tool.

ARTIAF reiterates its demands

ITANAGAR, Jul 30: Arunachal Right to Information Activist Forum (ARTIAF) has said that it will go with its demands till the resignation of  Chief Minister Jarbom Gamlin, Health Minister Attum Welly and  CIC  YD Thongchi for their alleged involvement in favouritism, nepotism and corruption.

Threatening to launch 72 hours bandh call if its demands are not fulfilled,  the organization said it will intimate all the civil society and  other forums for any debate/discussion on the issue.

While extending sincere thanks to the citizens for their cooperation during  24 horus bandh, the organization said it had to call the 24 hrs bandh as the Govt did not pay heed to its demands.

Pointing out the declaration of bandh call illegal by district administration, the Forum further said “it was in receipt of invitation letter for discussion through Chairman Hydropower Corporation on July 26 stating that as desired by HCM, a joint sitting is proposed on 1st August 2011 at conference room of HCM, where we presumed that Govt. of Arunachal Pradesh has okayed the bandh called by this Forum on July 29, on the other hand, Itanagar Deputy Commissioner  Bokar Bassar has declared the bandh call illegal, we are really confused with the entire plan”.

The Forum  said declaration of bandh call as illegal contains no iota of truth. “The DC should understand his own stand that it is the failure of administration and thereby failure of Government to secure the life & security of every citizen”.

It is a proven fact that there is a rampant corruption in the state in appointments. Financial mis-management, and official misuse of power are really a constitutional crisis which warrants the situation circle president rule in the state, it said.

This Forum has taken up the issue for resignation of Chief Minister, Health Minister and CIC on  the basis of  RTI papers obtained by Paye Gyadi, Chairman Songo Lamte Foundation, which found involvement of minister in illegal appointments, it said.

This organisation further claimed that non formation of Staff Selection Board including Ar.P. Secretariat for recruitment of group C & D staff by state  Govt has led to pick and choose  policy in departments.
