Proposed election denounced
ITANAGAR, Jul 30: Reacting to the publication in a section of media regarding All Nyishi Youth Association election on Sept with one Tadar Tang as Chief Election Commissioner, the All Nyishi Youth Association led by Achung Yumlam as its president termed the proposed election as great joke and attempt of ‘some vested interest group’ to jeopardize and create panic and confusion within the society. Unon demands action
ITANAGAR, Jul 30: Expressing its strong resentment over inordinate delay in completing the Pakke to Bameng road under PMGSY, the All Bameng Khenewa & Lada Students’ Union (ABKLSU) demanded the competent authority to take action against the contractor responsible for the delay in completing the work.
The students union recently inspected the road and claimed to have found that the construction work, which was supposed to be completed by 2009, was going on in snail’s pace. It said that the contractor failed to meet the target of completion even after extension of six month. The construction of road was started in 2008.
Further, prolonged rainfall has totally washed away the road thus creating communication bottleneck which has resulted in acute shortage of essential items, including medicines, the students union said, and urged the authorities concerned to take immediate necessary step to complete the road work.

Capital Deputy Commissioner Bokar Basar informed that State Transport buses were plying in the Capital Complex road up to Banderdewa and the passenger did not face any problem during bandh.
Attendance in Govt offices was not much satisfactory. However, some bank branches remained opened upto 12 and closed later as there was no business transaction, the DC informed.
He further said that practically there was no bandh callers found in the Capital, except 10 boys who were found in intoxicated condition in between Naharlagun and Banderdewa. He informed that out of the 10 boys, 7 boys have been booked.
Informing that business community closed their shops out of fear of destruction of properties, the DC said there was no obstruction by bandh callers in attending the office. The head of offices of Govt should take disciplinary action against those absentee staff during bandh, he added.

ITANAGAR, Jul 30: Describing the launching of Central Government’s Rajiv Awas Yojna (RAY) for slum dwellers under JNRURM on the lines of Indira Awas Yojna a timely and important scheme, PWD and UD Minister Nabam Tuki said that the scheme has the potential to radically change the living conditions of slum dwellers and the urban poor in Arunachal Pradesh.

He further informed that Itanagar Master Plan is being prepared by Town & Country Planning Organization and provision has been kept for reservation of 20% to 25% land for EWS & LIG. In addition to that, the Rental Control Act, the Property Right to Slum Dwellers and Tenancy Act are under active consideration of the Govt., he said.
The characteristics of slums in Arunachal Pradesh are quite different from the slums in other states. They are settled in different locations in clusters scattering all around the township which has made the task of improvinf their living standard more difficult and daunting.
The state capital has 30 slum pockets having a population of 7094 as per 2001 census which is likely to be increased by 30% (i.e. 9222) by 2011, Tuki informed. He said that slum population in rest of the urban towns as per 2001 census is 58232 and it is expected to go up to 75701 by 2011.

PRIs urged to play vital role under TSC
PASIGHAT Jul 30: We cannot achieve real development if people are living in unhealthy and unclean surroundings due to lack of access to safe drinking water and sanitation, said PHED & WS Secretary Er. Tomi Ete. He was attending a Workshop on “Sustainable Sanitation and Management of Water Quality Monitoring”, organized by the PHED Pasighat at the Tourist Lodge Conference hall yesterday.
Consumption of contaminated drinking water, improper disposal of human excreta and lack of improper disposal of solid and liquid waste have been major causes of many diseases in rural areas of the state, Ete said.
The secretary further informed that safe water supply and sanitation are added to the national agenda with the objective of improving the quality of life of rural people and to provide privacy and dignity to women. The programme provides small subsidy for construction of sanitary latrines for households.
The Chief Engineer (EZ) PHED&WS Er. T Ketan informed that TSC was launched on 1st April 1999 envisaged a pivot role for the PRIs in achieving clean and healthy conditions in rural India. Nirmal Gram Puraskar was announced as incentive scheme for the PRIs to honor, felicitate and encourage those PRIs who have attained the framed criteria within their jurisdiction like access to sanitary toilets by all household, schools and Anganwadi centres and freeing their area from practice of open defecation thus maintaining clean environment etc.

ITANAGAR, Jul 30: Arunachal Right to Information Activist Forum (ARTIAF) has said that it will go with its demands till the resignation of Chief Minister Jarbom Gamlin, Health Minister Attum Welly and CIC YD Thongchi for their alleged involvement in favouritism, nepotism and corruption.
Threatening to launch 72 hours bandh call if its demands are not fulfilled, the organization said it will intimate all the civil society and other forums for any debate/discussion on the issue.
While extending sincere thanks to the citizens for their cooperation during 24 horus bandh, the organization said it had to call the 24 hrs bandh as the Govt did not pay heed to its demands.
Pointing out the declaration of bandh call illegal by district administration, the Forum further said “it was in receipt of invitation letter for discussion through Chairman Hydropower Corporation on July 26 stating that as desired by HCM, a joint sitting is proposed on 1st August 2011 at conference room of HCM, where we presumed that Govt. of Arunachal Pradesh has okayed the bandh called by this Forum on July 29, on the other hand, Itanagar Deputy Commissioner Bokar Bassar has declared the bandh call illegal, we are really confused with the entire plan”.
The Forum said declaration of bandh call as illegal contains no iota of truth. “The DC should understand his own stand that it is the failure of administration and thereby failure of Government to secure the life & security of every citizen”.
It is a proven fact that there is a rampant corruption in the state in appointments.

ITANAGAR, Jul 30: All Bogong Students’ Union (ABSU), the premier student organisation of Pasighat has taken strong exception to the transfer of East Siang Deputy Commissioner Onit Panyang and Superintendent of Police Alok Kumar in connection with eviction drive against illegal encroacher in Pasighat town.
A delegation of ABSU led by its president Tabit Gao accompanied by Tobom Dai, spokesperson AAPSU on 28th July 2010 last called on the Chief Secretary Tabom Bam and submitted a memorandum for immediate revocation of the transfer order within a stipulated time of one week.
The delegations later in the evening also met Chief Minister Jarbom Gamlin and apprised him about the burning issue of land grabbing.
AAPSU Spokesperson Tobom Dai while pleading to the CM said, “ Pasighat should not be deprived of an able administrator, who is embarking on a historic mission which so many Deputy Commissioners down the years had failed to accomplish. It needs rare acumen and insight to understand the genesis of the problem and tackle it. The perspective to reach a solution of the problem seems bright as never before under his regime.” He further added, “The people who have been evicted in the 1st phase of drive carried out at green belt will be deeply offended if the process is abruptly stopped mid way sparing the big shot people and will go a long way in substantiating the general feeling of the layman that eviction are for poor.”
ABSU President Tabit Gao while speaking on the occasion said, “ the transfer of present Deputy Commissioner in the midst of eviction drive will derail the whole process and will have a adverse impact in the mindset of many law abiding citizen of Pasighat.”
The delegation earlier called on Education Minister Bosiram Siram, who is also the local MLA of the area and requested him to take necessary step for the retention of the incumbent deputy commissioner.
Further ABSU has served seven days ultimatum to the state government to immediately cancel transfer order of DC and SP failing which they have threatened to launch democratic movement by calling PASIGHAT BANDH on the expiry of seven (7) days ultimatum).
ANSU appeals health minister to resign on moral ground
ITANAGAR, Jul 30: All Nyishi Students’ Union (ANSU) has called upon Health and Family Welfare Minister Atum Welly to resign from his post on moral ground till investigation into illegal appointment of his son and daughter is over.
ANSU General Secretary Arjun Panye in a release stated that, “We have nothing against Minister Atum Welly ji. But as this case is under investigation, we urge him to resign from his post on moral ground. After investigation if he is not proven guilty, then he can be reinstated any time. He is a senior leader and we hope he will set an example.” Further he added, “Also it is surprising why Atum Welly ji is so silent on this whole issue. If he is innocent he should give clarification.”
ANSU also requested the police department to tell the union about the present status of this case.
“Public has every right to know the status of this case,” the release said.
Further, ANSU expressed serious concern over frequent bandh call given by many unknown organizations in the state capital.
“Only that pressure group which has social sanction should call bandh, that also in extreme case. We urge all other organization to refrain from such act,” said Arjun Panye.
“The duties of civil society and RTI activists are to expose corruption and not indulge in bandh call. The state government should intervene into this case so that the ordinary citizens are not suffered due to such frequent bandh call by such new organizations.
Society seeks intervention of chief justice in Pasighat eviction drive case

In this regard, the Deputy Commissioner, Pasighat, East Siang District has also convened a general meeting with the said locality in which the encroachers demanded to DC to carry out the eviction drive without any discrimination and also sought sufficient time to vacate the area. However, on 25th July under the supervision of DC the eviction drive has been carried out. But due to the partial action in eviction drive by the concern authority, the encroachers started protesting against the illegal and partial eviction drive.
Meanwhile, the Society said the SP Pasighat without any provocation and argument all of a sudden used a grenade like explosion to disperse the groups of women in which four were seriously injured.
It further questioned whether the eviction drive carried out by DFO under the supervision of DC was legal or illegal. The Society said that the eviction drive was highly condemnable and completely illegal since the said locality is under disputed in legal ownership, which is claimed by two clans and forest department as well. During the pendency of the case over the land in question of ownership, the eviction drive is illegal, the society claimed and said that the DC who is under transfer has misused the magisterial power. It is pertinent to mentioned that the then Deputy Commissioner Pasighat Jagir Singh has issued an order stating that the present location which is called green belt area would be no more green belt area reason being that the human population has got increase as such the eviction drive carried out in the name of green belt area is illegal.

Kaso urges people to shoulder responsibility
ITANAGAR, Jul 30: MLA Techi Kaso today inaugurated the Arunachal Public Motor Transport Federation (APMTF) office at 6th mile amidst huge gathering of drivers and members of the Federation.
In his inaugural address, MLA Techi Kaso called upon every citizens of the Capital Complex to shoulder responsibility in maintaining the road infrastructure for benefit of all.
Pointing out that the earth cutting being carried out in road side by individual resulted in blockage of drainage system and overflowing of rain water on the road, the MLA said the ‘We the people are also responsible for present condition of the capital roads.’ He appealed one and all to extend all possible help to prevent landslide and keep the capital town neat and clean.

Expressing concern over the repeated bandh call, Kaso called upon the drivers/ to think for themselves whether they will keep their vehicle off the road during bandh or continue the movement of vehicle as usual. It is unfortunate that the bandh callers directly resort to bandh call instead of taking up other democratic means like dharna for fulfillment of their demands, Kaso said. He further said people should respect the laws and allow it to continue its course of action.

Earlier, Arunachal Public Motor Transport Federation (APMTF) president M. T. Anga in his addressed called upon the drivers to strictly follow the traffic rules. He called upon them to wear proper dress, maintain proper documents of the vehicle and license and not to mix alcohol and driving together.
The special invitee and extra assistant commissioner C R Khampa also spoke on the occasion. The driver can themselves avoid maximum problems if they strictly follow the MVA rules and Act, he opined. ‘Alien Gods’ shines in international level

ITANAGAR, Jul 30: Alien Gods, first and the only death metal band of the state has added another feather to its glory. It is back in town with its first international gig ‘Baptism Blasphemy’ at Pokhara, Nepal on July 23 and 24 last.
Alien Gods is probably the first band to have performed internationally.
Overwhelmed by the response, Alien Gods Front man Olik Boko said, Our performance could be counted as an inter country relation with Nepal for underground music. The performance had been for the promotion of their debut album ‘Lunar Blackened Death’, which was released in the state on April 11, saw great response by the Pokhara crowd. They had given two shows at Pokhara, first at Tamu Dhi on July 23 last and another at Old Blue’s Bar on July 24 last. Both of the shows got overwhelming response by the wild crowds of Pokhara. They performed seven of its originals and the crowd’s response had been amazing.
“It was the first international gig for us and it was for the first time that our band performed with the whole new band members”, Olik informed.
“It had been a total different experience performing there”, said Tenzin Musobi, the new Bass Guitarist of the Band. “We enjoyed a lot, the wild crowd gave us more energy that prompted us to give our best”, added Tana Doni, another new guitarist of the band. Prakash Thapa is the new Drummer of the band. The album also sold like hot cakes after the events.
Alien Gods had performed alongside five native rock bands creating a chaotic environment. The show had been organized by Brutal Pokhara, a Pokhara based Event Management Firm who had approached them for a show in Pokhara after he had attended one of their shows.
While thanking, Sokjar & Gamde Foundation and noted documentarian Moji Riba who had helped in sponsoring their trip, Olik said, “They had faith in us to support us with the opportunity and it was because of them only that we could, in our own way, bring a name for our state as well as our country.”
“With more of such sponsors in our state, our youths will be encouraged in exploring more of their creative side”, Olik said.

NAHARLAGUN, Jul 30: Young entrepreneur Techi Tabin, the only son of Techi Toka of Model Village here, died of cancer in a hospital in Mumbai on Friday.
Tabin was 29 and is survived by his father, mother and four sisters.
After completing LLB from Symbiosis College, Pune, Tabin ventured into business and became partner of a ‘Cocktail Bar’ here. The news of his demise spread a shockwave among his family members and the business community.
Expressing deep shock at the untimely demise of a promising trader, Arunachal Chamber of Commerce and Industries president Techi Lala, on behalf of the traders, expressed deep condolence to the bereaved family and prayed for the eternal peace of the departed soul.
The mortal remains arrived here Saturday evening. The last rites will be performed in his residence here Sunday.
Minister accused of fund embezzlement
ITANAGAR, Jul 30: All Arunachal Pradesh RTI Activists Organization (AAPRTIAO) has accused the PWD and UD Minister Nabam Tuki of involving in misappropriation of fund.
Levelling allegations of various fund embezzlement on the basis of PIL No. 76/2006, the organization in its FIR lodged with Itanagar PS alleged that the Minister misused his power and position.
Giving various instances of alleged malpractices and corrupt activities including construction of low cost housing for Safai Karmachari and below poverty line people at Itanagar, the FIR alleged that “Tuki in active connivance with his relatives and family members has embezzled crores of amount meant for the people of Arunachal Pradesh.”
